Why would Nissan not put a RPM tachometer in a stock 1991 pickup?

In 1991 you could buy a brand new Nissan pickup for $7500. The base model did not include A.C., a rear bumper, or a tachometer. The tach and bumper could be added on if they were wanted but were made an option to keep the price down.
