Engines SHOULD idle a little faster during startup, but if it's always idling fast, check for vacuum leaks. Make sure the EGR valve isn't leaking as well.
Because the faster you go the higher RPM your vehicle will be running at. Meaning that your engine is turning faster, and there will be more combustion strokes per minute, and each combustion stroke the engine has to dump fuel into the appropriate cylinder.
