hi there - I too have one of these cars, a 2000, and I figured out a strange trick that helped... when the car won't start at all, and in fact, the engine is not turning over, just push the gear shift forward (already in PARK) as far as you can, hold it, and then attempt to start it. Trust me, it works! if it doesn't then there is something else going on! Good luck!
I have a 2000 Kia Sephia that would randomly not start during the most inconvenient times. I spent more than one occasion sitting in a parking lot for fifteen minutes until it would start. Despite repeated trips to the dealer, no one could tell me what the problem was, saying it was fine. It turns out that I had a faulty fuse box, and it was not until the fuse box completely blew that they caught it. It's been three years now and ever since my new fuse box, I have not had a problem starting my car (knock on wood). If you're still having problems, you may want to ask a mechanic to check out your fuse box.
