it sounds like there are crossed lines. if there is no water upstairs there has to be a valve that is off. even if there is low pressure it would eventually fill the line and you would get some water.

At what temperature should you keep your downstairs air to help cool the upstairs or does the downstairs air temperature have any effect on the upstairs if you have two central units?

I have two separate systems, one up and one down. The downstairs unit does nothing to cool the upstairs. It is probably because cold (heavy) air sinks and hot (light) air rises. To have any effect on the upstairs, you would need a very well insulated house with few windows, and you would have to make it extremely cool downstairs. Inversely, you can use your upstairs system to help cool your downstairs, for the reasons explained above. Since hot air rises, your upstairs system has a larger cooling capacity than your downstairs unit to take care of the larger demand.

Where does upstairs sink water and shower water drain to?

There is a main drain that runs from the basement through the roof where it is the vent for the system. If you look at the layout of the house, the upstairs bath is most likely over the downstairs one or the kitchen. If you look on the roof, you will see a 4 inch pipe coming through the roof that should be over the upstairs bath. The sink and shower drain into that and then to the basement and out of the house. Most likely the main stack is in the wall behind the toilet.

Is there a cheat to have an upstairs on the sims2?

You don't need to have a cheat to have an upstairs. Build a downstairs floor and in the bottom left corner should be a house and two buttons, a one to go up and down stairs. Click the upstairs and build on top of the spuared tiles. Simple!
