You have a serious short in your wiring somewhere, this isn't something you should try and fix yourself. But until you can get it fixed, carry a fire extinguisher. (I speak from experience, I had a 97 Saturn SC1 that burned to the ground because of a wiring short)
Man vehicles have the dash lights and tail lights wired through the same fuse. Check your fuse box for the dash or tail light fuse. Something has most likely caused it to blow.

Folow-up... the fuses and wiring seem to be ok. no panel lights and buttons aren't functioning
There are separate flasher relays for the hazard lights and turn signals. The flasher relay may be out on your blinkers. The relay for the hazards is behing the fuse box. The relay for the blinkers is behind the lower dash panel to the right of the steering column.
There could be many causes for the flickering instrument panel lights, but the most probable cause is a loose connection in the circuit providing the power to the lights, or a loose or poor ground connection.

You might be able to get one through a dealership, but I'll bet they're danged expensive. I'd check with local junkyards.
under the steering wheel in you dash is a panel, fuse box under panel, there will be a silver cilider you need to replace. shouldn't be more than 10 bucks
The Relay for the blinkers on a 2000 Cavalier is under the drivers side of the dash. It is mounted close to the kick panel .

you take apart the dash and get to the instrument panel. then you take the instrument panel out and on the back of the panel you'll will see the lights
That's probably for the instrument cluster.
