'99 beetles are fuel injected. Problems can be from clogged injectors or filter, faulty relay, or fuel pump. I am experincing the same problem on my '99 and have it narrowed down to, in my case, either the relay or the pump.

Jack up the back of the car and put jackstands under it. Crawl under the right side of the car right in front of the back wheel. It's on the transmission right above the axle.
I would think that it would be around the same as the Beetle which is around 24-25 mpg on the highway.
