Why would a car shake after getting new brake pads and rotors?
Since you didn't specify WHEN it shakes (high speed, when using the brakes, low speed???) here are a couple possibilities:
- wheel balance,
- worn suspension,
- worn steering linkage,
- bent wheel,
- defective tire.
- And if it only occurs when you use the brakes, it could even be a faulty rotor even if it IS supposed to be new.

Most likely you have warped rotors. If the rotors are warped, when you apply the brakes, the brake pads/caliper will be forced to follow the rotor and the vibriation will transmit via the steering wheel and brake pedal. Answe If the rotors are warped you will feel a pulsation or a bumping in the pedal when you step on it. It may also be a loose brake caliper. If you are getting a bad shaking I would definitely check the suspension components and the steering linkage for problems.

Break rotors heat up very fast while drive and stopping, todays technology in my sense isn't the best on rotors. If you have a heavy foot and brake hard, that will contribute to warped rotors. Sudden stops will also case warping. Most brake Specialist (Les Shwab) recommend on new cars, and new rotors to brake easy, (light foot) on your new rotors for the first 1,000 miles of the rotors life. That way they have time to brake in.
Why would the brake pedal shake?
Sounds like brake pulsation. Probably from the front brake rotors. Don't cut them, chuck them and get new ones, replace the beat up pads at the same time and adjust the rears-if drum brakes in back. Brake pads/rotors are usually to blame for vibration during heavey or normal braking I agree,new pads, rotors, all the way around will help. But if they are bad, you might want to have the rubber lines checked for cracks to ensure future safety. A pulsating brake pedal which is known in the automotive world as spongy brakes is caused by worn or warped rotors/drums and/or shoes/pads. To correct this problem visually inspect the parts.If the rotors are not perfectly smooth then replace them.

Normally,when replacing front pads, the rotors and calipers should be inspected for replacement as well. When you step on the brake, this activates the calipers to press the brake pads against the rotors. The symptoms you are describing more than likely mean the rotors need to be replaced as well, possibly they are warped. However, 3 parts are involved that work in unison, so examine all three, both sides. Some Sienna's have a four wheel disc brake option..examine all four. Good luck.
