There are a couple of reasons. But this would best be answered by a liscened animal doctor.
But here's my best guesses:
1. Its got worms. Causing uncomfortable feeling and itching.
2. It is stressed.
3. Maybe pregnant if female.
The dog could have parasites. This would cause chewing. Also an allergy can cause this.
A dog bites its own Tail because it is something a dog enjoys to do.
When they bite their tail they don't bite it really hard and it's what we call, The dog chases it's own tail.
Because he has fleas. Check him out real good if he does then treat him.
Because it has a mental illness.

Ideally they are taught when they are young and in a teething stage to utilize chew toys. Once they're adults, if they haven't already developed the habit they might not develop it. Try using chew toys that include a place to insert food, such as a kong. If your dog chews things he ought not chew, keep chew toys handy and when you catch him chewing a forbidden item, trade him an approved chew item for it.
You could use tape to get the hair off my clothes, or you could also use a lint roller. The lint roller will have the most effective cleaning off your bed sheets. Anything slightly sticky could get the dog hair off. Also, if you give your dog a bath and comb it afterwards, you won't have dog hair on your bed for a long time!
