Why would a guy you were seeing tell you he loves you but he can't love you the way he wants to love you?

You didn't mention your ages so it's hard to gauge this strange relationship. However, it can be many things. Perhaps he can't handle being around you because you are under-age and he know he can't take the relationship to the next level which would entail sex, or, he has future plans and perhaps knows he's going to college and won't have any time to be with you. He could possibly have another girlfriend or is married. It could be many reasons. The best thing to do when a person approaches you with such a statement is communicate and ask them, not anyone else. Get in touch with him and ask him what he meant by that statement.
