As broadband has gotten more prevelent, people have gotten a lot sloppier about sizing their images for the web. This problem is maginfied by the fact that cameras that produce digital photos several MBs in size are also more common. So, it could just be slow because the image is very large, even if the image appears small on the webpage. It could also be that the server providing the image is under heavy load. There are also people who link images on their web pages from other servers, which increases the network overhead of fetching the image and is inconsiderate to the original host site whose bandwith is being used to serve up the picture.
