An orange would roll off of your cafeteria tray if you stopped suddenly because of inertia. Inertia means that something that is moving will continue moving until something causes it to stop.
In English, the tray is moving, the orange is moving (both at the same speed and direction). When you stop the tray, you didn't stop the orange -- it rolls.
