Why would flip up headlights 1990 Toyota Celica pop up and down for 4 seconds after turning the car off?

I have the same problem and haven't figured it out yet. Just started happening last week. One thing I do know is that it isn't the headlamp actuator under the dash. I thought that was it, and now am out $150 and still have the problem.
