Gas pouring out of the throttle body would probably be caused by a leaking injector seal.
Its obviously not getting fuel to the throttle body, this is most likely the fuel pump, but you should start by replaceing the fuel filter becase of the low cost.

I would check the fuel filter,fuel pump,or have your injectors cleaned, but pumping the gas is not helping on a throttle body all you are doing is giving it more gas which means you are going to flood it. You don't pump throttle body, you do the carburetor
Does it stay running after putting gas down throttle body? 88 should be throttle body injection not carb. TBI you should see gas squirting out of the injectors when its cranking if not then no pressure or bad injectors, wiring

Gas is not fed through the throttle body on a 1999. The fuel injectors are where the fuel is dispensed.

the t.p.s sensor (throttle position sensor) is on the throttle body its on the opposite side where the throttle cable connects on the throttle body
