You could argue that all of Europe is responsible for WWII because they ignored or underestimated the Nazi threat while there were things that could be done about it. This charge would be difficult to make against Churchill, however, as he was an outspoken critic of Hitler in the 30's and had repeatedly made demands that his regime be confronted.
