I know from past experience, that my boyfriend didn't say he loved me because he didn't want to seem weak and vulnerable. I know that sounds bad, but guys see saying "I Love You" differently than girls do. Yes he may love you, but he feels that he doesn't need to say it for you to know.
A good idea would be to ask him his opinion on your relationship and possibly ask him why he hasn't said it. Everyone has different reasons for not saying/saying things.
