Why would nothing electronic work on a 93 Ford Ranger other than starting and running the engine and the headlights?

more than likely the problem is your ignition switch in the steering column. see if you can turn your key back just a little bit with it running and everything should come on...seen it before

Well, the daytime running lights are on whenever the car is running and in gear. They're off when you have the headlights on. So, your service light Doesn't come on when the headlights are on?? If you switch the headlights between on and off (with the car running and in gear) does the service light follow?

Headlights, And Any other application you have running (ex. Radio).

your headlights will burn out faster and could possibly blow a fuse, but you would go through headlights and a drastically increased rate if you use headlights when they are unneeded.
