I have found on my 1988 Town car that one the holding bolts loosen off, this could cause strain on the other lugs. This happende on a friends '86. Bill

It is not illegal to drive without power steering. Many people who drive very old cars do not have power steering.

Yes, if you drive with the power steering empty of fluid and the motor locks up, it can actually rip the belt from the motor. You can damage belts and the steering motor if you drive with the power steering empty.

the cracking sound may well be from the constant velocity joint on the drive shaft(s); most likely the outer ones. One way to test this is to take the car to a parking lot and turn the steering wheel hard over and drive around in circles; first one way and then the other if the cracking or grinding sound is steady as you go around in the circles, then the cv joints on one or both side are bad and need to be changed
The power steering pump and reservoir for a 1985 Lincoln Mark VII is located in the engine bay, driver's side, forward of the engine with a single thin drive belt attached to it. It's reservoir is on top with a black cap with yellow lettering. There are two hoses about the thickness of a Man's thumb coming out of it.
