In my experience it is rarely the wiper motor At Fault, it is always a faulty pulse board. Your local auto parts store can sell you an aftermarket pulse board that will outlast the GM original. The pulse board can be easily changed without removing the wiper motor from the vehicle.
the wiper delay dodule is located under the hood on the firewall. you will see the motor for the wipers and you take that cover off. it has 3 torx bit screws that holds it on. under this cover is a circut board. that is your wiper delay module.
convert the electrical resistance signal from wiper switch to electrival power to wiper motor (for delay wipers)

First check fuses, relays to wiper motor. Then check power to wiper motor. Then check linkage to wiper motor.
It is a very good possibility the delay board that is attached to the wiper motor is bad. This part is available from the auto parts stores and can be changed without removing the wiper motor from vehicle.
If the windshield wipers are not working on a 1990 Chevy Lumina, the problem could be with the wiper motor, the wiper motor relay, or a fuse. The least expensive fix to this problem will be replacing the fuse if it is blown.
everything is built into wiper motor including delay timer. there is a fuse you must check no relay.
The dalay board located on the wiper motor is defective.
It sounds like the wiper motor is malfunctioning. If your camaro has intermitten wipers there is a control module built in the motor that controls the off position.
The wiper motor relay is in the box, built on the wiper motor.
Check to see if you are getting power to the wiper motor. If you are it is likely the FUSE, but if that's already been checked it SHOULD either be, the wiper motor or the switch, I would guess the motor.
You have to remove the linkage from the wiper motor.
