If the nut holding the wiper arm is loose will let the stud just swivel in place and arm wont move. if the nut is tight then the arm under the cowl attached to the wiper levers has come loose.
FOR FUTURE REALEASE TIGHTNESS OF THE NUT , PLACE SPRING WASHER first, BEFORE NUT PLACEMENT... and tighten. CHECK OFTEN FOR TIGHTNESS, OTHERWISE THE THREAD BETWEEN STUD AND WIPER ARM WILL WORE OUT ... and new wiper arm (~ $60.) has to be purchase.

I have a 2008 Saturn Vue. I was driving during a heavy rain storm, I had my wipers on the fasted they would go. Not long after, the passenger side wiper just quit. The drivers side wiper works fine. Could it be a window wiper motor?
The Motor can be seen at the base of the drivers side wiper, it drives an arm which the wiper is (should be!) connected to. Also connected is the link arm which drives the passenger side wiper. On mine the passenger side wiper came off the link arm and what i guess would have been a rubber washer had come out and disappeared. I was able to re-attach the wiper yet still allow the required side to side movement by using 4 linked cable ties. (It's still working after 3 months... must get round to sorting it properly!!!)
It would depend upon the circumstances. If the passenger is a fully functioning adult, then yes, it would likely be the passenger's fault. If, however, the passenger was under the charge of the adult driver (such as a young child, or an adult with diminished mental capacity), then it could be argued that the driver created the circumstances in which the crash was liable to occur by placing the passenger in the front seat, and the driver could therefore be found to be at least partially at fault.
On my 88 240 the wiper relay is located to the left of the clutch pedal, behind the insulation and a small metal plate - just pull the wires out from the top, and you should find the relay.
