Why would the front headlight fuse keep burning out on a 1992 Plymouth Voyager?

There's a short in the wiring, or in the switch or the socket. If you know what you're doing , you should be able to track it down with a digital multimeter. Otherwise, it should be a relatively easy (though possibly time-consuming) fix for a technician.
