Why would the rear brake light which is so dim you can hardly see it not get any better after replacing the bulb several times?

Probably because of a BAD ground. If you have 12 Volts to the light, then the light isn't grounded properly. yes sir bad ground

If you are replacing the brake lines ( metal ) then just use your better judgment. They do not have to follow the original route.
