If your car is equipped with rain sensing wipers and the wiper switch is in position I, the wiper will run once at tutrning on the ignition to indicate that the wipers are in rain sensing mode. this is what the documentation for my 2002 E320 says!. Thanks, Vic
Sounds like your Wiper Motor may be going bad or you have a loose connection. I had that problem with my '91 APV. If I manually pulled on them they would start working but would eventually lock up again. They would also stop working when it was raining. It turned out to be a bad electrical connection in the wiper motor. If you wiggle the wires going into the wiper motor ( WATCH OUT FOR THE MOVING LINKAGE! ) you may find that that is the problem. Replace the motor and it should work.
If windshield wipers are stuck in position and won't move, I would say that the windshield wiper motor needs replacing. This happened to me last year.

The windshield wipers have their own dedicated fuse. The fuse can be found in the fuse box. The location of the fuse is listed on the inside cover of the fuse box.

If this was the case, then this wouldn't be a security deposit: it would be a fee. In my opinion $400 is quite exorbitant for cleaning fees. And this cannot be part of the lease agreement for it would be considered unconscionable.

I would start with testing the "park" switch inside the cover of the windshield wiper motor.
It sounds like you have major electrical problems, or have bad fuses. Take it to the mechanic and find out how much it would cost to fix that.It should be simple.
