One source of whining could be many things but the first that comes to my mind is the Alternator. The CV joints could possibly make this noise too but I would personally consult a mechanic about this.

any motor attached to the engine could be a cause but I would take it to a mechanic: alternator, compressor, water pump, etc.

Power steering pump replaced why is it still whining?

I am no expert, but how many miles are on the vehicle? I have found on the internet that there is a bulletin out for 2001 Dodges concerning power steering. If your p/s unit has a whining noise it may be caused by a partially clogged reservoir. In addition, since 2001, Dodge recommends automatic transmission fluid instead of p/s fluid. I confirmed this with 2 Dodge dealerships and with the owner's manual. I had my car's fluid changed and the garage put in p/s fluid, in hopes that the groaning noise would disappear. it didn't and that is when I discovered on-line that ATF should be used instead and that replacing both the fluid and reservoir should solve the problem. On-line a person replaced the pump and then the rack. No change. He replaced the reservoir and the noise went away. Rob
