Why your Clio -91 is really hard to start when engine is cold and weather is warm When you finally get it to start try start again it will start immediately. it also takes 12L100km 24 MPG?
Most likely it is just a dirty throttle body. After a while carbon will deposit around the throttle body butterfly valve and not allow it to close completely, a cold start usually requires very little air and more is sneaking past than the engine computer thinks there is. All this is dependent on the fact that you have good spark plugs, wires, and distributor cap and rotor ( if applicable ), and fuel lilter. When anything out of the norm happens like this it is generally a good indication that a tune up is due or past due.
