Yes, 3M adhesive remover will work to remove tape residue on your refrigerator. It is made to remove any kind of adhesive, tape, stickers, etc. on any surface.
try putting lotion of it to help soften if up then after a little while put a warm damp towel if this doesn't work then you can call the hospital and ask what they generally use to get the residue off and usually there is some adhesive remover at the drug store if they dont have that then try Isopropyl alcohol :) one of these should help :D
Baby oil is often a very good solvent to remove sticky residue from tape. However, it may not work with all adhesives and you may want to check to be sure the oil does not further mar the finish of whatever you're trying to clean.
This adhesive residue is very difficult to remove. From personal experience I would say that rubbing alcohol or alcohol swaps work the best. You can also try magic erasers.
Goo Gone is a commercial product that works, but just about any oil will work. You can use WD-40 or vegetable oil, rub it in well and rub the adhesive away.

The easiest way is to soak the tape in water to release the adhesive in the tape. This may not work because the dog may not like to be in water. It is the best way that will not hurt the dog.
