If the timing is off by a few degrees the engine can start but will run rough. More than a few (depending on the engine) it will not start.

First unplug brown wire to computer , set timing at o degrees, turn off engine, disconnect bat, wait 10 to 15 seconds , hook computer back up , connect bat cable back , start the engine and the computer will set the correct timing.
what is in the engine? something is wrong,it should run about 7 degrees or so, maybe the timing light is incorrect.need more info to correctly answer. Sounds like the distributor is a cog or two off - either that or the wires are shifted one off in the distributor.
