Will a 1GB 9500GT graphics card run most modern games today on high and not lag up. Games like Fallout 3 or Crysis?

It depends on what you mean by well. Crysis is very demanding for resources especially for video cards. 9800 GT cannot afford to run Crysis in the way people like it. Usually you need something like GTX 275 at least you have fun with the game or two 9800 GTs.
