There are two carriers in Japan which use the GSM 3G standard, W-CDMA, in the 2 GHz (or maybe 2.1 GHz/2100 MHz) band. In the US AT&T and T-Mobile use GSM. If you have US 3G GSM phone which has the 2100 MHz band it should work in Japan. For example, apparently the iPhone 3G and 3Gs work in Japan.
In most cases Verizon and Sprint 3G phones will not work, as they use a different 3G standard. Verizon and Sprint may have a model or two of phones which can roam internationally on GSM, and it's possible one of them would work in Japan. You'd need to check with them.
However, international roaming can be very expensive. At this writing (March 2010) AT&T charges $2.29/min standard and $1.69/min if you pay $6/month for the international roaming plan. You also need to have international roaming turned on with your mobile carrier.
Data roaming internationally is prohibitively (read really ridiculously) expensive. Make sure you have data roaming turned off if you use a 3G phone abroad.
