yes, but it is reccomended to beat the first gym so that all Pokemon up to lvl 20 obey you in trade, on the pokedex it will not tell you the number because they are not on the johto pokedex.

I think that you are asking about where to find certain Pokemon from the Pokedex. In the Sinnoh Pokedex, #65 is Drifloon. It will be in front of the Valley Windworks on Friday, but only after you've evicted Team Galactic from the Windworks. It won't be in the grass; you will actually be able to see it. Still in the Sinnoh Pokedex, #115 is Riolu, which you get from Riley as an Egg in the cave on Iron Island (I think). In the National Pokedex, #65 is Alakazam. You get it by reciving a Kadabra in a trade. Kadabra will evolve. Still in the National Pokedex, #115 is Kangaskhan. After obtaining the National Pokedex, it's in Pastoria City Great Marsh.
