The liquid to which you are referring is likely condensation - water. When water vapor in the air encounters something cold, such as a container with ice in it, the vapor tends to collect and condense into liquid water around the cold object. The same thing happens with a glass of ice water on a hot day.

However, the rain water that lands in a barrel, or some other container, could have oil in it, because the ground is contaminated with oil, or the barrel (container) has oil in it. Most rain water that falls from the sky is clean, but, when it lands, it can get polluted with oil. Acid raid is another problem with rain water, which occurs again because the sky overhead is polluted.

Well, if you want to collect it like you might want to collect rocks or dolls, that won't work very well. If you want to catch it when it falls, then take a container (however big depending on how much you want to catch), put it out in the rain. the... POOF...you have rain water!
