There are no plans by Paramont to make another Last Airbender movie, especially when you consider how panned the first one was by critics.
In 2010 the director of the first, M. Night Shyamalan, stated he had a rough draft of a sequel but there is no reason to believe a sequel will ever be made.

Because 'The Last Airbender' is based on Avatar The Last Airbender Book 1. Azula and Toph aren't in the movie because they don't appear until Book 2. 'The Last Airbender 2' will have Toph and Azula.
