Around 10 high ranked government workers in the USA were attacked by these terrorists through mail. They simply put the disease on the letter. A few of them died. But..
We now have effective medication to treat Bubonic Plague, so it is not considered to be a high risk for epidemic. Other diseases still do not have effective treatments and are of more danger for epidemic.
