Will the terrorists get what they want by terrorism?

That depends on the reaction of the people/country being terrorized. If you give in to a terrorist's demands, it's like giving a baby candy when it screams. The baby learns that it can get candy by screaming, and will keep doing so. Similarly, a terrorist learns that he can get what he wants by threatening or killing people, and he will keep doing it for as long as it works.

The proper reaction to terrorism is to 1) not negotiate in any way, 2) be absolutely consistent in that response, and 3) destroy the terrorists completely, which means killing them and stamping out the ideology that gives rise to it.
