It means that one of your sensors related to the stability of the car is registering a problem. It could be anything from steering wheel position sensor to your anti-lock brake system, or even speed control sensor on any of your four hubs. You will have to take it to a qualified dealer with an appropriate scanner to find out which unit it is, and then have it replaced. Good luck
The oil fill plug is located at the base of the nose piece of the supercharger, near the pulley facing toward the front of the car. It is usually a flush mounted plug with a hex wrench hole in it. Be sure to use a sealer or teflon tape on the threads when you put it back in. Incidentally, a little oil leakage around the front of the supercharger is considered normal by GM.

The 3800 II is the battle axe of the 90s to 00s lineup. The engine is not as much well constructed as it is strongly constructed. The engine is fairly reliable, its no Honda D/B series but as far as a GM engine it is one of the more reliable engines they have made. If you mean on start-up that is normal. If it is pegging to the right and staying there in a consistent spot until you shut off the vehicle and then it goes back to normal, it appears to be an idiosyncrasy with Pontiac.
