While having a high SAT score gives you an advantage, no scholarship is guaranteed for having one.
Ask the entity that's giving the scholarship if there is a requirement.
Colleges place a strong focus on having a high ACT or SAT score. If you want to get in to college, then try to get the highest score possible on the ACT or SAT. In addition to being admitted to the dream school of your choice, you may be able to get scholarship money as well.
the act scores are unknown at the moment but you need at least 700 on your SAT's?

no. it can been a sport, a financial need or just your overall grades and activities.
Unfortunatly, most colleges look at both an SAT score and a GPA requirement for merit scholarships, if they offer any at all. An individual college's financial aid page will give more adequate details on what is available. For example, enrollment in a small private school with an SAT score of 1350 (combined Critical reading and math, not Writing) may result in a more generous offer than a state school or a school with a very high calibur.
When i applied no SAT score was required but it would benefit applicant to have a high SAT score if GPA was low.

The university scholarship is the scholarship within a specific college that is given to a student based on their grades from high school and their SAT/ACT scores.
i went there to visit, and the advisor said that 62% of their students had an SAT score of 1100 or higher. i don't remember what the recommended minimum critical reading+math score was, but the recommended overall score was at least a 1500. also, to get a scholarship there the starting point is at 1100 at around $7000. it goes up to a $9500 scholarship with a score of 1300 or higher.
