If they tail have been damages up to the body it is less common for it to grow back. If the tail is damaged only partly then yes, it will grown back but it may not be as perfect as it was before.
Yes it should grow back given time and good food and conditions. The new tail will never be as good as the original one. Most fancy goldfish are very poor swimmers (Their tails are not designed for rapid propulsion) so they are often predated upon by faster fish particularly if sufficient protein is lacking from their diet. A feed of earthworms a couple of times weekly could help prevent this problem from continuing
If you give the fish good water conditions and good food its fin will grow back successfully. There will probably be a scar where the damage was done.
it depends, but if it doesnt eat the whole tail, it might live... if the whole tail is gone there is not a very big chance at all that it will live.
