It probably is the wiper circuit board. Mine has the same problem but I think they have stopped making the board. If you find one please let me know.
check the fuses and relays
i have a 93 firebird and my relays right next to my headlights under the hood so maybe its there
If it has electric fans, make sure they are coming on when it get's hot. If not, then check the fuses and relays for them and power to the fans. Might just be a relay for the fans.
The windshield wiper relay switch, on your 1999 Cadillac Deville, are located mounted to the firewall in the engine compartment. The relay switch will be next to the windshield wiper motor.

The wiper relay is underneath the dash on the driver's side. In the same location are the relays for the horn, headlamp, flashers and door locks. They are in cluster of relays.
It has been a while but look under the hood on the passengers side up by the windshield. there should be 2 or 3 relays there in a little hole above the firewall.

www.autozone.com has online manuals with schematics ..that will show for sure I think last time I looked they actually go straight to the switch on the dash
check the thermostat that runs the fan.
If you have replaced the relays in your 1997 Toyota RAV 4, the engine cooling fan may not come on when it is supposed to because of a failure in the wiring, the thermostat that sends to the fan, or the fuse for the cooling system.
