there are a few possibilities for this: a wire, a switch, a fuse, a module, or just the headlights. if there is a fuse for the DRL or headlights, check if it is blown, if it isn't, turn the low beams on, probe the headlight plug(s) with a test light, if no power there, move to the plug on the DRL, between the hi-lo switch and the module, check there, if still no power, check the power input on the multifunction swith on the steering column. the idea is that you move up the flow of power from the headlamps until you find power going into a device, but not out of it [or through a length of wire] and where the powerflow stops, that part is repaired/replaced.

If your headlights wont come up when you turn the lights on then you will have to "turn" them up manually.......look under your front end for the box that controls your flip up headlights and find where you need to turn/crank to get them to come up manually. Unplug you wires on the back of you headlight. Look for any corrosion. If there is corrosion replace the plug, make sure that you put the wires back like they were or you will have problems. If you probe those you will have bigger problems! Like needing a new pair of paints! If you are unable to trace out your problem consult a reputable shop for assistance.
