No. Because without anthers, the pollen will not reach into the ovaries of the plant. Anthers are the male parts of the flower, and without them, a flower will not be able to develop into a fruit.

Removing petals from a flower would not prevent the formation of fruit as their primary purpose is simply to attract pollinating insects, they are not directly involved in the actual formation of the fruit. Horticulturally when flowers are cross pollinated by hand to achieve new cultivars the petals are often removed to allow easier access to the sexual parts of the flower.
