Yes. New York is the only state that has an agreement with Canada to transfer speeding tickets. This is balanced because New York does not post tickets to your record that are received in another state.
If you travel to Canada often be careful as you near the border. New York State Troopers have been very active. They radio ahead to the checkpoint and the border patrol writes you the ticket.

Well you dont have to and nobody will come after you in Canada. But next time your in USA and if a police officer runs your plate or if you get pulled over. they will take you to the police station and make you pay for the ticket from before which might have gone up because of late and fines on top. If you cant pay for it they will take you in. I think its better you just pay if your in the USA (in that particular state of the USA a lot).
Other then that if you stay in Canada it will never come on your record or nobody will come to you there after a ticket.

It depends on what the speed limit was in the area you got the ticket. If you were in a 70 mph zone, it would probably be 2 points. If you were in a 25 mph zone, they probably would take your license.
