There are "reports" that the Japanese were going to surrender, before the bombs were dropped, but the Japanese had been known to use delaying tactics to their advantage. In any case, the dropping of the bombs, ended the war and in doing so, saved countless additional lives. If the Japanese had surrendered when requested, the bombs would not have been dropped.
