Yes, the US would have joined the Allies even without Pearl Harbor, it was inevitable due to the fact that Roosevelt wanted to be in the war despite the neutral stance by most Americans. He had already illegally financed and supported Great Britain with the 50 destroyers and arms and goods for their war effort despite laws to the contrary. Sounds familiar to todays events! Roosevelt was right in wanting to join the Allies but he needed an overwhelming excuse to shock and awe the US citizens into supporting a move to war. Thanks Japan! More than likely, the answer is yes. Even without Pearl Harbor, the U.S. would eventually have been forced into participating in the war. Isolationist policies in the early 20th century tried to keep the U.S. out of foreign affairs, however, we were pulled into WWI, and eventually would have been pulled into WWII.

No. Congress had been straining to maintain American neutrality in the war. In this they were merely reflecting the strongly held and expressed wishes of the American people. The only reason that the United States got involved in the war is because the Japanese bombed Pearl Harbor and were clearly going to keep shooting at us whether we liked it or not. The attack still went on in three deadly waves of bombers, fighters, and torpedo bombers. Due to the fact that the US was so unprepared for this attack the men were only able to shot down 27 of the 350 or so planes that were sent to destroy Pearl Harbor.

Before the U.S. had even gotten involved militarily, they had already started helping the Allied forces economically by refusing trade with Japan and Germany, and sending supplies to the British and French forces. The cutting of oil trade between Japan and the U.S. is what pushed the Japanese to execute the bombing of Pearl Harbor, as a punishment.
