That shouldn't keep you from being able to get title tags and registration. You will probably have to pay a late fee which should only be about $10-$20. The dmv could possibly waive the late fee if you tell them what happened, but it's not likely they will.

Where does seller sign on North Carolina car title?

A seller should never sign except in the presence of a notary. A notary has to witness the seller signing his/her name. Notaries have to take special classes in how those type of documents need to be filled out

Does the seller have to be present at the tag agency to sign the title over?

The seller has to sign the title, but it does not have to be done any place in particular. Some states require a Notary to witness it and some don't. On the back of the title, at the top should be the space for the seller and buyer to sign. Usually at the bottom of this box or right under it there is a place for the Notary to sign if it is required. If it is needed , you must sign it with the Notary present.

How much time does a buyer have to return a car to it's seller. I bought a used car from a private party 4 hours later the car engine seized.?

You cannot just return a car to the seller. There is no cooling off period on the sale of a vehicle. In your situation you can call the seller and ask for your money back, or ask the seller to repair the vehicle. If the seller refuses, your only recourse is to sue the seller in court. If you bought this car "AS IS" and there was no implied or written warranty then you will have to prove in court that the seller knew the engine was about to lock up. You must prove that the car was not serviceable on the day you bought it and the seller knew it. Get a written statement to that fact from 2 mechanics and that will strengthen your case. Otherwise you will probably loose on a car you bought "AS IS'.

Whose to blame if the seller's name was forged on a bill of sale but it was still notorized?

The person who forged their name is the main culprit. The notary is not 100% blameless.
