It could be the starter, keyswitch, neutral lockout switch, wiring connector or any of a number of other problems. Unfortunately you have to just track it down.
The ignition starter has nothing to do with performance. It just starts the engine.
Yes, a starter solenoid can drain a battery. When a starter solenoid is not working properly it can actually keep rotating the starter after the car's ignition is turned off. Since it requires a battery to actuate the starter, the battery will eventually be drained of power.
If the starter is engaging and the starter is able to turn the engine normally, there is nothing wrong with the solenoid. Instead, I'd look at fuel, ignition and compression.

Begin by removing the positive cable from your 1993 Chevy Corsica battery. Remove the cables on the front of the starter. Remove the starter retaining bolts. Reverse the process to install your new starter.

The battery & the starter turn the engine via the flywheel, but has nothing to do with wether or not ignition itself is functional. Verify is firing.
starter, solonoid, ignition, battery. if it clicks when you turn the key then the battery is really dead or its the starter the battery could still be jumped if its the battery.
If it turns over, try ignition module. If it turns over real free, then timing belt. If it doesn't turn over, then check starter/battery cables/solenoid/relay.
