I had that problem and the hazard light switch was bad so when it was replaced the horn worked just fine.
It sounds like you need a new transmission. I had the same problem but I replaced the transmission and decided to trade it in.

When it does'nt work, put your finger on the horn relay located in the engine compartment fuse box. If you feel or hear a "clic", you're sure that the contact is good in the steering and the fuse is ok. You might have a relay or horn problem. (If the horn has a strange sound when it works, it should probably be replaced.)If you don't hear the "clic", you might have a relay problem or an open cicuit.

Because there is a fault in, or reported, by the monitoring system (computer) in the car and it needs to be serviced to find and or repair the problem.
Check your spark plugs or have your transmission checked. Could be a clutch problem if it's manual.
Could be the overdrive on/off switch, which is located on the gearshift handle. That's all the help I can give you, best of luck.
Remove spark plug wire and hold near engine block (with insulated gloves) to see if it is firing - if so may have to do a compression check to see if problem is internal
