plug it in make sure there is ram in it make sure the power supply is turned on make sure that your power button wires are connected to the right leads you can also double check all you jumper settings on the motherboard... can be tricky at times. If standing on the roof, and muttering to the computer, "Work or Die!" while holding it over the edge doesn't work, I find a good, heavy-soled work boot very handy in stomping it flat. Of course, just driving a heavy truck over it often helps too.
