I had the same problem. I will start with checking and or replacing the O2 sensor. If the sensor goes bad it will automatically make the carb run rich to protect the engine. http://www.automotivehelper.com/topic404867.htm Also check your timing, air filter and plugs.
Check the emissions label. Failing that (if not legible) you can get a new label from the parts department or get the specs out of SI.

the vehicle has to be put on a computer to get the code. it could be emissions, but the computer will tell you what part of the system is failing, such as the oxygen senser.
If there are no other problems and the vehicle is failing the NOX emissions test, it's probably running too lean. Check the EGR valve, fuel pressure and the Oxygen sensor.
you can not adjust emissions there may be a fault if your exhaust is leaking or your oxygen sensor (lambda sensor) is faulty maybe a injector leaking fuel into the cylinder may even be a coil pack or as simple as spark plugs i wouldn't know with out knowing which emissions it is high on i could give you a almost definite answer and explain why i think that if you reply with which emissions it is failing and the numbers
