You tried to start your 2002 dodge neon but the key would go into the ignition but would not turn at all the brake was also tight and would not go into gear you tried moving the steering wheel. no luc?

Possibly the ignition lock needs to be replaced. Don't see the correlation between starting the vehicle and the brakes being 'tight' and not going into gear.
