First a question. Were you stepping on the brake when you tried to shift it out of park?
There are a couple of reasons why a 1998 Honda Accord may be stuck in park. The immobilizer system may need to be replaced or the transmission is having problems.

I have a '98 passport as well and this has happened to me several times. On mine the cable connecting the switch to the gear shift wasn't releasing all the way when you put it in park. So the sensor wasn't registering it in park, therefore not allowing you to get the key turned passed the "ACC" mode into the lock mode so you could pull the key out. I sprayed it with WD40 the first few times it happened and finally had the take it apart and fix it.
this just happened to me i have a 2001 Honda passport the problem with mine was a broken transmission cable. we just had this fixed but until we did i had to push the button on the gear shift and lift up a little and i could put the car into gear ... good luck
My 1998 Honda Accord LX was getting stuck intermittently in Park. I found that the switch that turns on the brake light when you press the bake pedal was going out. This switch is $32.00 at any Honda dealer and most importantly YOU can change it yourself. Ironically, that same switch activates the gear shifter pin that lets you take it in and out of gear.
Check the park/neutral safety switch, or clutch switch if its a manual.
Will it roll forward or backward as if in neutral? If so the tranny needs fluid or is bad. Could also be the cable for the shifter went bad.
