Presumably if both stopped working at the same time the bulbs are okay, but worth checking. The fuses might be fine but the actual connection between wires might be loose/disconnected.

I suspect your turn signal switch is bad. The power runs thru the switch and it can act up like this when they are bad. You will need to have a mechanic look at yours.
There isn't a separate fuse for the blinkers... they share a fuse with other lights. If no other lights are out, then you're looking at a different problem... might be a bad switch, might be faulty wiring.

The hazard and blinker lights are located behind the dashboard tray. To fix the fuse, you unfortunately had to take the dashboard out.
